<p>‘소액결제 현금화 산업은 불법이다. 아이디어통신망법은 ‘통신과금서비스사용자로 하여금 통신과금서비스에 의하여 재화등을 구매·이용되도록 한 후 이용자가 구매·사용한 재화등을 할인하여 매입하는 행위에 ‘8년 이하의 징역 또는 3천만원 이하의 벌금에 처하도록 규정하고 있습니다.</p>
지난해 금감원은 소액결제 현금화 등 불법금융선전을 방송통신심의위원회에 신청해 사이트 폐쇄와 게시글 삭제, 계정 중지 등을 확정했지만 ‘언론 보도에는 대응하지 않았다. 금감원 관계자는 “언론의 보도는 선전으로 규정할 수는 없어 보여서 판단하기 불편한 면이 있을 것이다”고 했다.
<p>신세계인터내셔널 직원은 “휴대폰 소액결제는 신용카드 결제와 유사한 구조이기 덕분에 직접 계좌로 이체가 된다”고 전했다. LF몰 관계자 역시 “핸드폰 소액 결제는 다날, ISP/페이북 등으로 이미 결제가 된 부분이기 때문에 현금으로 즉시 지급하고 있을 것입니다”고 설명했었다.</p>
