The phrase 'papers for a dog without papers' usually means someone needs to prove a rescue dog is theirs, or get a vet's health certificate showing vaccinations are up to date without original breeder documents. Check with your local animal control or shelter—some offer microchip registration and can help you file a lost dog report to establish ownership. A vet can often issue a health certificate based on a physical exam and rabies tag, which many places accept as legal ID for your pup.
